The Adenauer Security Experts Network Philippines (SeEN PH) is a flagship program of the Konrad-Adenauer-Stiftung (KAS) Philippines which aims to cultivate and empower the next generation of leaders in the Philippine security policy and security studies sector.

 

By fostering a collaborative network of fellows and experts, SeEN PH aspires to enrich scholarly discourse and strengthen the country’s capabilities to tackle the growing complexities within an evolving global security landscape. The program will adopt a holistic and inclusive approach to the study and practice of security, covering both traditional and non-traditional security and how these challenges are connected to governance.

 

SeEN PH fellows will receive a unique opportunity to train and receive invaluable guidance from esteemed experts on the field of security and security studies, network with key stakeholders and the broader KAS network, and gain a meaningful platform to advocate for their security initiatives.

Eligibility

You are qualified to apply for the SeEN PH program if you meet the following criteria:

 

  • a Filipino citizen and based in the Philippines during the entire course of the program;
  • possess at least five (5) years of relevant professional experience (i.e. work, volunteer, etc.) in security-related fields or any of the specified thematic areas for the program;
  • demonstrate a clear commitment to making a positive change in society through the study or implementation of security policy;
  • seek professional growth and a meaningful engagement with experts and fellow participants on security issues broadly defined;
  • have an interesting policy paper proposal connected to one (1) of the thematic areas of the SeEN PH program that you wish to develop and improve;
  • a fluent speaker and writer in both English and Filipino;
  • strongly identify with the principles, values, and ideals championed by KAS; and
  • can commit to attending and participating in the entire program.

Application Requirements

Interested applicants should submit the following documents at tinyurl.com/KAS-SEENPH:

  1. duly accomplished program application form which contains 1) the abstract of your proposed policy paper and 2) motivation letter (please download the form provided by KAS Philippines)
  2. two (2) signed letters of recommendation. If currently employed, one (1) of the letters must be from your employer or supervisor.

 

Eligible thematic areas for the proposed policy paper:

  • artificial intelligence (AI)
  • climate governance, disaster risk reduction and management
  • cybersecurity
  • disinformation and misinformation
  • human security
  • maritime security
  • multilateralism and great power politics
  • peace studies, conflict, and terrorism
  • sustainability, sustainable development, or any of the UN Sustainable Development Goals (SDGs)
  • traditional security and defense
  • other security-related and relevant fields or topics

 

All content submitted to KAS must be the applicant’s own, with proper referencing and citations as required. Plagiarism is strictly prohibited.

Completion Requirements

To complete the program, fellows are required to:

 

  1. attend all required modules and program activities.
  2. produce a policy paper on their chosen topic related to one (1) of the thematic areas of the SeEN PH program.
    • The policy paper must be at least 3,000 words in length. The word count is inclusive of references and citations.
    • The policy paper will be published by KAS Philippines.
  3. attend the culminating activity and present their policy paper.

Important Dates

  • Application Period: 20 March to 30 April 2024
  • Selection and Interview Period: 1 May to 21 May 2024
  • Announcement of Results and Confirmation: 22 May 2024
  • Program Proper: 30 May to October 2024
    • Successful candidates will receive information regarding the actual program dates upon their acceptance to the program.
